River of Contention: Struggles for Equitable and Sustainable Watershed Management in a Peruvian River Valley"
Peru's Rio Santa, fed by the meltwaters of the Cordillera Blanca, is the object of water conflicts pitting indigenous communities and municipalities against mining against energy companies, upstream irrigators against downstream water users, and regional governments against each other and against national government agencies. The watershed has been selected as a pilot watershed for new experiments in water governance. In this talk I will ask about how well the Peruvian government is managing water conflict, and with what implications for long-term equity and sustainability.
